Description
By the end of the project, GEESE will achieve the following results: 1. SDG coalition forum at provincial level established for sustainable participatory decision making around provision of legal identity to all by 2030. 2. Research report on the status and challenges in achieving the participatory decision making and legal identity as per the proposed provincial legislative reforms published. 3. Evidence based advocacy and lobbying events on participatory decision making around provision of legal identity with relevant stakeholders at provincial level held. Project Trajectory Deliverable 1: 1.1: Identify state institutions and relevant stakeholders including representation of women groups, youth, minorities, PWDs and transgender communities working on specific SDG 16 indicators – (PKR 60,000) 1.2: Hold a number of consultative meetings with the partners and stakeholders at provincial level to establish Provincial Coalition Forum (PCF) (PKR 280,000) 1.3: Development of PCF’s overall mandate/vision/mission/objectives, structural framework, ToRs for partners and stakeholders, communication protocols, standard operating procedures and strategic plan to ensure continuity of the forum – (PKR 700,000) 1.4: Registration of PCF with concerned provincial department to ensure sustainability – (PKR 150,000) Deliverable 2: 2.1: Desk review of the available literature and legal mandate, roles and responsibilities of state institutes as highlighted by the state to identify gaps, implementation challenges (legislative, procedural, coordination and financial) and political constraints and visualize the context for research – (PKR 200,000) 2.2: Development of a number of research tools/questionnaires for Key Informants’ Interviews (KIIs), Focused Group Discussions (FGDs), and plans for Consultative Workshops – (PKR 600,000) 2.3: Organize a number of consultative workshops with relevant stakeholders in divisional headquarter districts to gather data around the set research tools/questionnaires – (PKR 700,000) 2.4: Conduct KIIs and FGDs in different districts with women groups, youth, PWDs, minorities and transgender groups to gather data around the set research tools/questionnaires – (PKR 1,350,000) 2.5: Analysis and development of interim report to present findings to DAI and project stakeholders – (PKR 200,000) 2.6: Organize a number of consultative workshops with key stakeholders to share interim research findings and receive feedback – (PKR 196,000) 2.7: Finalize research report on the status and challenges in achieving the respective SDG 16 indicators outlining the proposed provincial legislative reforms; also suggest sustainable interventions at district and provincial levels which can help citizens with a focus on women, youth and socially excluded groups such as minorities, transgender and PWD`s to access their SDG16 prioritized targets – (PKR 150,000) Deliverable 3: 3.1: Host 2 provincial dialogues/seminars on selected indictors for respective SDG 16 targets to determine actionable outcomes – (PKR 400,000) 3.2: Host 5 provincial consultative sessions to discuss legislative, procedural, administrative and coordination reforms conducive to achieving SDG 16 targets and identify future actions – (PKR 294,000) 3.3: Undertake 10 advocacy meetings with relevant Standing Committees in the Provincial Assembly on the basis of recommendations received during consultative sessions and dialogues to advocate for further necessary institutional arrangements – PKR 400,000) 3.4: Hold 10 lobbying sessions with the concerned provincial assemblies/ SDG taskforce/executive authorities at the parliament to pave the way forward for requisite legislative reforms around specific SDG indicators – (PKR 720,000) 3.5: Participate in the National Symposium convened by TABEER or one of TABEER partners in early 2019 and make recommendations for legislative reforms required at the provincial and national level to achieve SDG 16 targets -
